The Austro-Hungarian Empire DOW the kingdom of Romania, to control the nationalism movements in the Balkans that become to affect our regions in the romanian border and to bring freedom and order to the oppressed minorities of Romania, the Empire will not tolerate the oppression of any recognised nationality of the Empire by any nation-state in the Balkans, we hope that the order and stability will return fast to the unstable region of the Balkans.

The Czech, Polish, Ukrainian and Romanian soldiers of the Empire will lead the emperor's army in this operation, he hope that the presence of several romanian soldiers in our army help us to gain the loyalty of the Wallachia and Moldavia peoples.

Berlin has always considered the Balkans to be a place of turmoil and where a "damned thing" could explode into a general war. We trust our Austrian ally will handle the situation prompltly and with due respect to internationally acknowledged rules of conduct in war and diplomacy (a note of DoW will need 15 days to be effective)

We remember from past revolts that soldiers don't like to be employed against people and nations of the same ethnics like them, so we hope this time the clever rule of the Habsburg will prevent desertions and revolts among Romanian troops and populations of the empire..

Khartum, June 1st 1881
A group of German explorers travelling through the Sudanese province of Kordofan has sent a letter to the German Konsul in Khartum, Sudan.
They report that a huge uprising has occured in the capital city of Kordofan, El Atrun. The Egyptian garrison was massacred and their weapons distributed among the rebels, who are led by a fanatic calling himself the Mahdi. He has declared Holy War against the main Muslim powers of Egypt and Turkey. He pledges to declare war to all powers supporting those nations...

It looks like natives are increasingly resentful of European intrusion in their homelands, as as shown the recent war of the Teke against Belgium, the Asanti uprising in the Gold Coast, and just lately the rise of the Tukulor empire against France...

The Tekes declared war on Belgium in the Congo and have been put down quickly. It had been hoped that the civilizing of the African Continent would go smoothly, but apparently the Native Population is often too ingrained with Savage Tendencies to accept good things like Vaccinations against deadly diseases, not to mention they don't appear to be interested in Working at Productive Occupations. They wish to remain Backward.

German troops moving in an exploration foray towards the Great Lakes were attacked by the Nyamwezi tribe in the vicinity of their capital of Morogoro.

A few hundred men were killed and the expedition retreated towards the coast. More troops are sent in for a reprisal mission.

At the same time, a general uprising occured on the Kenyan coastline and in Zanzibar. The rebels took over the port of Mombassa, and burn down the German mission in Lamu. Another group revolted over Zanzibar island and besiege the local garrison.
German bataillon are despatched from the Kenyan plateau to the coast, while the Marine brigade in the Comores and the German Reichmarine cruisers of the IndienGeschwader are sent to support landing operations and clean up. The Marine Amt has decided it is time to increase our naval presence in the region to impress the locals, and a large squadron with recent battleships and cruisers will set sail from Hamburg next month.

Südwest Afrika
The Herero keep on raiding our establishments, and fighting in the steppes and desert is intense. Despite many losses, the natives are still unsubdued.

Kongo
We are pleased to learn from our Belgian neighbours that the Teke tribe finally surrendered, even going so far has abandonning all independance and recognizing the authority of King Leopold. Bravo !

Sudan
Our explorers are pleased to report that Sir Charles Gordon, newly appointed Governor of Sudan by the Egyptian Khedive, has arrived in Karthum. Let's hope he will manage to repell the Mahdist revolt...

Kamerun
The Baguirmi tribe is still warring against German forces. The desolation in their region has led to many losses from attrition. We have sent most troops back to Duala to recomplete supplies before undertaking more operations. Jungle and poor communication network make campaigning difficult, especially in the approaching rainy season...

The local German commander has over-estimated his strength and got a bloody repulse at Morogoro (suffered 800 losses despite inflcting the double!). Hopefully, Major Von Wissman has just landed in Lindi and should be able to take command soon, hopefully redressing the situation.

Betrayal in Zanzibar...but revenge taken!

A brigade of German marine troop had landed on the island of Zanzibar early July to remove the threat of the local slaves rebelled since some time and menacing to destroy German property on the island. To our utmost surprise, while under operation, the Marines were backstabbed by the troops of the Sultan of Zanzibar, let by captain Lloyd Matthews.

Unfortunately for the traitors, a sightseer in the top mast of cruiser SMS Köngisberg, flagship of Von Scheinitz fleet, saw the move and prompt bombardment orders were issued to the ships of the Indian squadron. Heavy shelling fell on the Sultan's palace, and 400 men were killed or disabled, among them the Sultan and all of his harem (poor ladies). In the ensuing battle, another 1,200 Zanzibari were shot down, including Captain Matthews. The 5,000 or so survivors surrendered and were paroled.

As punishment for the betrayal, the island was immediately annexed.

Victory in Kuwait


Today the Sultan's troops scored a victory over the arab rebels who were threatening to overthrow the small state of Kuwait. The survivors fled to nearby areas, closely being chased by Turkish cavalry.

Ottoman Diplomats will soon arrive to Kuwait to discuss this state inclusion as an Ottoman protectorate.

German Government out to Sea on April 30th

Real Life
I shall be on a ferry to Corsica on that 30th April evening, so there won't be any Internet connection available for me to process the turn's orders. You can still put them on dropbox, I'll do my best to process them on time on May 1st when I reach home on the island. I'll stay there for about a week, but that should not disturb processing (I am taking my laptop with a copy of everything, should be ok). Don't worry if I am sometimes late in processing turns in the evening, may be the Internet lines through the Mediterranean are not that fast :cthulhu:

New oil exploration operations have been opened in Mosul, the Porte hopes that the increase of the production of this much sought after liquid will prove a boom to economy. Even now more expansion projects are being planned.

Arab Riders attack Beirut

Arab Rider attacked the Beirut region, the civilians fortunate to escape have fled to the city and are under the protection of the Sultan's troops. Plans for a sortie by the garrison are underway.

America wishes to announce 2 new states in the South West Area:

We have formed the states of Arizona and New Mexico (they both popped up as national regions this turn - a bit early, but who am I to complain). The territorial governors have resigned, and we are pleased to add these 2 states to our glorious nation. May our union prove ever strong, and the Manifest Destiny shall not be infringed!

Geramn-Italian Agreement over Somalia

Germany has agreed to sell to Italy the regions of Kismayu (conquered over natives) and Mogadishu (received when annexing Zanzibar), as the Imperial government considers it has no interest in the colonial area of Somalia which is outside Germany's sphere of influence.

The Italian government agreed to reimburse the expenses Germany had, both in state funds and private capital in those lands. In exchange, German assets and investments, as well as colonial infrastructures and interests, have been transferred to Italy.

German prospectors lurking around in Omdurman have barely escaped hordes of Mahdist dervishes on the warpath. They report that Gordon Pasha, the British officer appointed Governor of Sudan by the Egyptian government, is under siege in the regional capital city of Khartum, by almost 200,000 enemies.

How long will he last? Can the walls stand the onslaught, or will he perish from starvation when the Nile waters go down in the summer?
And if he is lost, it’s bound to be a general massacre of European and Muslims alike in Khartum, as the Mahdists are on a Jihad and will make no quarters.
Isn’t it time for the great civilized powers to react and reply to Egypt’s plea for assistance?

Design Note for Players
The Mahdists are a very special breed of nation. They are on a Holy war to all their enemies, i.e. they shall never sign a peace. In addition, they will randomly declare war on (major) powers over the course of time, targeting their neighbours in prime. When Khartum falls, Gordon shall be killed and there will be war with Britain. They shall also go to war with Abyssinia at some point.

They are very strong, and if they capture Egypt, they will grow even stronger. The jihad shall take them to Makkah, Jerusalem and all the Middle East afterwards…

Also, don’t waste time making colonial actions in the Sudan, the Mahdists have a 10 times multiplier to all removal / failure attempts, so you are just throwing your money and actions away there.

Special scripts will be run in the Sudan for almost 10 years (till 1895), and all non-Egyptian forces not in a region without a harbour will suffer regular losses of severe attrition (the worst being desertic terrain, with or without harbors). In addition, regular outburst of dervish attacks will appear here in there.


There is only one way to get rid of this nuisance: stop them before they reach Quairo, then protect Egypt and the Red Sea ports for a decade, and finally recapture all of their lands. Don’t go too fast, as this will have almost no effect on them at least till 1885 (when the Mahdi dies), and probably longer. When he is gone, the regime is somewhat weaker, and will automatically disappear when it is 1898 or later (not before) and they lose control of Khartum, Omdurman, Kordofan, Sennar, Obeid, Fashoda and Atbara. When all of this happens, the whole of them becomes Egyptian again (including land you may have conquered!).

So don’t dream of fast wars and colonial conquests here, it’s almost 20 years of guerrillas and massacres and a fight to defend civilization against barbary. The key to final victory is enduring patience, good relations with Egypt (to send troops and help), and elimination of the Mahdist"s forces over time, while containing them in the beginning.

Treaty of Batavia between Holland and Germany

An agreement was signed yesterday 30th April, 1882, in Batavia (Dutch East Indies), between the German and Dutch governments, through their respectives ministries of the Navy and of Foreign Trade.

The German Reichsmarine (DRM) has ordered the transfer to the Dutch naval base of Texel, near Amsterdam, of a squadron of 4 of her latest battleships. Upon arrival there, the Dutch crews will take over from their German fellows, who shall themselves return to Wilhelmshaven, ready to board some of the newer ships of the DRM.
The Dutch government made a payment of 1,000,000 Guilders for the ships. In addition, it gave official authorization for the following business agreement.

German investors have shipped 100 tons of Steel, 100 tons of Coal and 150 tons of goods to Holland in order to support the country's development. In exchange, the Dutch colonial authorities allowed the lease to German private businesses of a silk plantation near Batavia for a duration of 2 years, with the obligation for the new owners to upgrade it to latest exploitation standards. Similarly, a nearby ricefield was transferred for the same time, in order to feed the plantation workers.
Additionnally, the Dutch Governor of Makassar allowed German planters to grow rubber trees in the district of Kendari, west of the Celebes main island. The operation will last for 5 years, in order to get the Heveas time to grow and produce. The planters undertake to improve the growth and the plantation operation as much as possible before returning it to Dutch ownership at the end of the lease.

Last but not least, Germany welcomes the decision of the Dutch ministry of trade to increase the level and origin of purchase in the nearby marketplaces of Hamburg.

Both nations and their business communities welcome the improvement in their relations.

America understands that desert nomads have been active in the area of Sudan. We do not consider this an area of great import to us at this time, and hence shall not be sending our valiant boys to die in that area. We wish the Europeans a quick victory in their endeavors.

Belgian Minister Van Loon: Belgium has given its word of Local Support to the Great Ottoman Empire (out of character: hit the wrong button by mistake....meant to just send an emissary)....Primarily this would be about any disturbances in African Territory. We assure the rest of the world's Nations that we are still neutral. We simply admire the Ottoman's highly and believe we Europeans need to encourage closer ties with our not so distant neighbors. As we grow in the Congo, we are no so far away from the nations like the Sudan, Egypt, and Greater Empire of the Ottoman's.

Unfortunately, the Mahdist captured Khartum and killed Charles Gordon, only 5 days before the expected arrival of Prinz Heinrich relief army. Let's all mourn the brave that fell to the savages.
