For some reason I'm getting this bug again.
Its patched up to the the beta for 4.02 etc, and I've had wars recently (in game turns) with no indication that this is still an issue. I've only put one turn in but if you run there are 3 sieges in Syria and Iraq where the garrison is wiped out and respawns.

I have yet to witness it, cause I have paused playing my Imperial Germany campaign... doh, but if this is the case, it is obviously game-breaking...
