Hello,
I Have done a full reinstall of game, with 1.04RC2.
When I start a 1880 Grand campaign, all SOI on colonies are valued at -10.
I tried UK, Germany and France. The value stay at -10 after rolling one turn.
I tried to install 1.03e, then PON_1880, then 1.04RC2, or 1.04RC2 then PON_1880 -- I have the same issue.
Anything obvious I missed ?
