The best units to fight raiders are the garrison ones auto raised in the besieged cities.
Use the orange/orange posture and move them outside the city.

Invading unstable factions

When invading a area owned by an unstable faction, a enemy stack will be raised depending on your stack ''power''.
The more powerful your stack is the more likely an enemy stack will be raised.

Increasing Loyalty

Regular units (Light Infantry, Line Infantry, Cavalry) presence in a region will not increase loyalty towards your faction significantly.
You have to use leaders with "loyalty bonus" ability, loyalty decisions or Charlemagne presence.
