In a pbem game last 3 turns, Surena gain influence over Parthian clans for a cost 5 EP and 5 VP a turn. Since I could only gain +3 EP a turn, not possible to assasinate Surena at cost 10 EP.
I wondered if it is WAD.

Problem solved by eliminating Surena.
