Scythian cavalry is Nomadic?

Is it intended that Scythian cavalry (the force of 2 generals + 3 cavalry units) you get as Pontus in the Great Mithridatic War scenario is actually Nomadic and thus their leaders - which are Scythian - can't command them properly?
