4 emperor scenario issues

In this scenario Africa can be annexed by Vespasian. Problem is, the annexed legions seem to retain legatus elements of their old faction. So those legions count 4x the usual command cost (12 instead of 3). I'm not sure this is intended...[ATTACH]20065[/ATTACH]

I guess some little addition to the event could be made to improve this...

Hi,
I think the same thing here...with Otho. The tool tip totals 8 cps when hovered over individual units but 32 is needed.
I wasn't sure it was a bug I thought it was some sort of out of area penalty. thanks!

PS- overall very impressive game so far...

Is possible they are counting weight instead the command cost?
