Lock Pompeius' Hispanian legions for a longer period?

Currently Afranius and Petreius with their armies are only locked for one turn (IIRC), then you can move them for a little while (1 or 2 turns), and if you choose East with Pompeius, they'll get locked again. Could they just stay locked until you have chosen between the theaters with Pompeius? Mine were disrupted quite badly in Northern Spain because of this.
