The city Eusebeia doesn't count as being part of Cappadocia for the purposes of recruiting new units. Shouldn't it?

Also on July 70 I noticed that pretty much every province in Italy had loyalty at 100% slaves, is this WAD? I'm not sure how long it's been like this, but pretty sure not for long.
