Nikomedia has much to small of a population. Size 3? Really? This region also includes Kalkedon, so should probably be between 8-10.
Finding numbers for this region is virtually impossible unlike Aeolia, Mysia and Ionia but there are some primary sources starting at Caesar. Also extrapolation from
Nikomedia being important enough to be Eastern Roman capital.
Attrition under historical may be a bit to high. I tried 'playing' Mithradates in the great Mithradatic war and watched me run out of money in a year and a half. That was a year and a half where i spent nothing on replacements for Armenia so needless to say every Armenian in the scenario had deserted or whatever.
This disaster for Mithradates also occurs while i was at peace, moving nothing and in my home territory!?!
I am having the same problem playing Otho in an online game; i spent 15 NM trying to replace deserting legion eagles. At that point i gave up, and now none of my legions have an eagle. From desertion or whatever, not battle.
