Standalone Birth of Rome steam key

I bought Birth of Rome standalone from Ageod.

I do not have the base game AEJ. When I obtained a steam key at Slitherine for BOR and then attempted to activate on Steam, I was told that I had to have the base game AEJ on Steam first.

So my question, is there any way to activate just BOR on Steam without first purchasing the base game AEJ?

I am afraid not, because the steam version is not standalone, but strictly a DLC for AJE...
