I am playing Caesar v. Pomeius. Either some of the F4 options are not working (such as Minor Propaganda, Minor Games, or Large Games) or the game is capping me at NM150, which is what my NM is at. I put the golden seal on options to enhance NM in the F4 screen, but nothing happens. If NM is truly capped at 150, this would make Sudden Death victory impossible, which would be odd since the tooltip says I can win if NM = 175.

These F4 options only work if your NM is below a certain number. Check the tooltip for each option to see what this is.
