Year of the Four Emperors - Parthia question

I'm playing Vespasian and am puzzled by the criteria by which the Parthians are led to possibly declare war. The associated notification indicates that to keep tensions low I need 50 elements throughout
Syria Coele
Syria
Phoenicia
Palmyrena
Oshorene
Adiabene
Mesopotamia

Unless I've lost my ability to count, I've more than met these requirements but regardless was given a warning that I was hadn't. Is the criteria more complicated than it's letting on or am I misunderstanding something?

Not to ask the obvious, but Vespasian's 50 elements are all combat elements, yes? And, I think, Legatus do not count as elements.

I wasn't counting legatus/supply/militia/leader elements. I think the game isn't counting any locked forces at all so for instance Cornelius Fuscus' force in Palmya isn't counted even though it has equites and auxilia that I assumed would be. That's my guess anyway.

I agree with your guess. Locked units are not counted.
