I'm writing to you to show some kind of bug. The AI is not doing anything I suppose. In Sulla vs Marus Scenario, Sulla stays in Dyrrachium for all the time. I've encountered same bun in Cantabrian wars, where Romans also stayed in one place.

Check the game options to see if you have the Ai activated there.
Maybe you desactivated it by mistake.

Trying your save it really seems the AI is not activated.

Go to the Main Menu -> Options -> AI tab and check if the Activate AI option is ticked.
