How do you so it?
As Vespasian, two of your legions start with 1-star leaders. Tried to attach the other 1-star leaders too ( to a legion without a one star leader) but nothing worked.

What is the trick?

To merge an unit with a leader:
- ensure both are in the same stack, so you see them on the same unit panel.
- select one
- then press CONTROL and select the other
- both should have a grey square around them to signify that both are selected
- then select the second tab of the special orders panel (between minimap and unit panel)
- click on the 'plus' icon
- Leader and unit should now be merged into single unit icon
