BoR- a sudden Slave Revolt

Are slave revolts a result of the subversion? Playing against the AI in 3rd Saminite War and all of a sudden one of these revolts popped in a coastal city mid campaign. Have enough Militia in the city to hold them at bay-but no Legions to spare to put down this rabble.

Usually they pop out because or requisition Regional decisions.
Subversion change region loyalty. But i have never seen it causing a rebelion.

The rebels can also be a historical scripted events.
