HAN Illyria scenario

I have started playing the HAN Illyria scenario.
I really like the setting: compact scenario, Greek unit types, gradually escalating during the first turns.
I play as Romans.
Suffered several defeats while probing the strengths of the armies, until the Roman legions entered the theatre.
Even then I made the mistake of splitting forces too early, and I got slightly outnumbered on two fronts at the same time, which meant losing everywhere.
I tried to slip in some supply into my cities under siege, but even when in avoidance mode my Greek supply fleets got intercepted and were defeated.
I wondered why the Epirote sagittarii unit cannot be built in other Epirote cities than the enemy occupied capital? Even though it is only one unit and not very strong, the Epirotes can use any little reinforcement at start.
