Hey guys. I'm in a PBEM and I just took the city which give access to the river boats. Problem, I can,t build any as I'm don't have loyalty in the region...Is there something I don't do right?

Hi!

Try to get loyality up with decisions. Don't seems to be another way to get it up enough.

Yes, it needs time...station a large army for a turn or two, then paly descisions. It will work over time (see my AAR, I managed to start building boats after 2 months of occupation)
