How are new units purchased?

I am a huge fan of AGEODs American Civil War, one of the aspects of the game that I thoroughly enjoy is the system for raising new units in the Campaign game. The control of purchasing individual units from huge Virginia Brigades to little militia units is a critical detail for me that i LOVE.
In the releases that I played from AGEOD after ACW I was very disappointed in the design decision to get away from allowing players to purchase units in detail, the move of buying new units to a general policy decision check box was a major turn off for me.
So my question is, in the multi-year scenarios/campaigns in BOR and AJE how much control do I have over purchasing my units for my nation? I want to be able to raise units in detail, not as a generic raise reinforcements check box.

I actually do not know what AGEOD games you are referencing. I think I play them all, and each allows you to invest and purchase units. I am puzzling over what AGEOD game has a check mark or box instead of building or buying new units.
You have posted in the AJE forum, so I wonder if you are asking about this game pre-purchase or have purchased the game but not figured out how to build units.
AJE is nifty. You can extort taxes, sell slaves, make trade or simply borrow money to gain the resources to buy units. Then, you can decide, legions, cavalry, supply or city garrisons. If you wish to have control over raising units, you will love AJE and BOR.

in AJE and BOR what you can buy is like: A entire legion or similar other country unit, garrison unit, archers, cavalry....
But this way make sense with the game and lenght of each turn. Maybe you prefer to could purchase single cohorts.

The American Civil War was a Special Case with 2 Armies built from scratch thus you had some fun building your army whereas game like NCP or RoP had already permanent Rgts and Army.

Your comment is unfair because RuS is also a Case where an Army was built from scratch too...and there is numerous possibilities in AJE and BOR especially the ennemies of Rome for BOR.

WiA, NCP : No real army building
ROP : Army building, but very minor given what you start with
AJE : Significant army building, but you start with quite a force already
RUS : Most of your army will be built in the grand campaigns, but the Whites start with significant forces
AACW : Almost complete army building.

So to summarize I liked the control I had in AACW over the purchase of units and army building. I understand that due to the nature of scenarios I would potentially start out with significant forces, but as I buy new forces I do not want a generic policy check box(WiA,NCP), I want to be able to purchase individual units in detail.
So in the longer campaign in Birth of Rome, since we are in the early days of Rome it sounds like I will be able to have some detailed control over the purchase of my new units....
Can anyone tell me, In Birth of Rome can I play the Carthage in the 1st Punic War? If not this would be a wonderful addition/mod.
Looking at the scenario list I would love to see an(overly!) ambitious campaign called Birth of Rome which starts at 298BC and runs to 241. Basically the 1st 3 scenarios all in on grand campaign!

Yes you can play Carthage!

from 298BC and runs to 241BC i suposse. Anyway it is 12*57 = 684 turns
