Parthia in Septimius Severius scenarii

Hello AGEOD,
I started this scenario earlier this week, choosing Pescennius Niger side. After a very smooth start, it turn out more challenging than expected - which is very good in term of gameplay. I have one question regarding Parthia : I had the even " Parthia joints Pescennius's side", which litterally turned me on because 1) it was unexpected 2) I just had my first blunder(s). So, I went to check the parthians, and I found that if their armies became active, I couldn't move them out of their province because it said "it s a neutral territory so it can t be used during that scenario " - means Parthians are useless. Is it on purpose ? If yes, then, why creating this event/ what s the role of Parthia ? Maybe it doesn t work the same way if AI controls Pescennius, I don t know.
