Quick Suggestion: leader movement by sea

To move a leader by sea you need to embark him on a naval unit & move both to the destination. Since the load represented is just the leader & some staff surely he could just use a single ship instead of a whole fleet? This could be represented by the movement rate of a fast ship with the risks of storms & capture by enemy fleets. Obviously its safer to travel with a fleet but you may need that fleet to remain where it is for strategic reasons.

We usually avoid this (it was tried in most of our previous games). It gives dozens of bad side effects and is usually a nightmare with the AI. You have some cheap fleets that can be built and use for this purpose.
