When can supply units be used to construct depots?

I captured lots of supply units after a battle, and now they are in various states of disrepair. However, only some of them give me the option of building a depot, so I was wondering what are the exact conditions for this?

Have any supply elements of the supply wagons been destroyed or lost? If supply wagons don't have 4 elements, they cannot be used to build depots. Although they don't actually have to be full of supplies to build a depot.

I took a more careful look, and it seems that depot building requires at least one element to be 100%.

Go figure, now one supply unit that has three elements in it, two at 3/6 strength and one at 4/6, gives me the option of building a depot. Could the Devs please give us a definitive answer?

A unit made of, at least, 2 elements.

Each element health must be higher than 50 %.

Thank you! That seems to match my experiences. Could this information maybe be added as a tooltip to the "Build depot" icon?
