PON:HQ Structure Analysis

What were AGEOD's intentions when structuring PON's military hierarchy for HQs? For example the HQs seem like "flavor" place holders that act like heavy artillery/artillery. HQss only appear within the corps level. Are there any other hidden mechanics? Currently, I am modding the game extensively and wanted to know AGEOD's intentions behind the HQ mechanics. The HQs don't operate within the same scope of other AGEOD titles.

I have constructed my own in-game HQ's for the A.I. and myself: without artillery recreating Civil War Army Structure.

The PON command structure is simpler than in ACW(2), so we had to fake it a bit by adding HQ as 'support units', i.e not mandatory to create a command chain. So they are basically cohesion booster with nice extra supports subunits.
