Je suis le fédéral : je suis en pleine guerre de Sécession et j'ai conquis toute la confédération sauf Nouvelle-Orléans. Il reste une armée sudiste.
Comment annexé la nation?

New Orleans is MANDATORY (obligatoire) to conquer !
then, annexation in your case is AUTOMATIC (automatique) !

Err, wait a minute...
In my GC game US wardecced me as GBR a few turns before the ACW started. Can the South still win the ACW if I, as GBR, hold most of the North's strategic cities? Is the trigger based on the victor taking, or the loser losing the key regions?
