Railroad Transport Capacity refills each turn!

In top-left corner, in the Player Summary & National Assets Display, the Railroad Transport Capacity is in the middle of other assets which all does not refill automatically each turn to its max if some is spent, and nothing says the contrary for the Railroad Transport Capacity.
So, it should be said, in the tutorial and in the manual,
that we have not to care so about this capacity, for it is per turn.
For the manual, replace
"Railroad Transport Capacity is gradually decreased through wear and tear (3%/turn), but you can buy additional Railroad Transport Capacity through some Global Options in the Ledger."
with
"Railroad Transport Capacity refills at start of every turn but this capacity is gradually decreased through wear and tear (3%/turn). However, you can buy additional Railroad Transport Capacity through some Global Options in the Ledger."
