War Commissariat Directive No. 2

For Immediate Distribution to All Political Commissars and Organs of Army Administration:

Comrades! What are these reports from every front that I now receive almost daily that "wear and tears" are reducing combat effectiveness of Red Army? Due to supply situation and hostility of international capital, there is little we can do about wear for now. But tears? In Red Army? Henceforth, any Red Army men found by side of road crying like little girls are to be shot immediately. There are to be no more tears in Red Army!

it's for moving troops on foot through rough terrain/in bad weather conditions.

Just a little joke. The English (or at least American English) idiom is "wear and tear." I've never seen it in the plural.

BTW, not trying to knock the non-native English speakers, just pointing out a correction. In the only other language I kind of know, I sound like a three year old, so my hat's off to anyone that can communicate in more than one language.
