Impossible to promote Mannerheim

As you see on the screenshot I can not promote the general. Because he has 4 stars ?
I can promote other but they say that Mannerheim is upper.
An idea ?

Same problem here. It won't promote him and gives me penalties for making other armies. Why should promoting a Don cossack leader to cossack army leader bother the Finnish command? He's in a different countries army! It's not like I can make Mannerheim command a cossack army anyhow.

Certainly not WAD, this has also been reported before. I assume what causes the problem hasn't been identified yet...
By the way, this is not a promotion issue, rather you cannot assign Mannerheim to army command even though he should be able to do that. He is of course unpromotable as he is already a 4* general...
