2 different White loyalties in same regions ?

After patch I used "Reform" once in the Terek and 2 turns later i have another loyalty showing next to the old 1% pro-white
I now have 5% pro-white and 1% pro-white next to each other.

WAD: each faction have a loyalty level. Think some prefer Wrangel, others Kolchak as leader...

Could we get it changed to read Pro-South and Pro-Siberian? White/White is a tad confusing lol. Or just Change the Siberians and leave the south as white.

I think (I hope) Clovis was half joking, there can't be 2 different White loyalty factions...Koltchak was recognized by ALL Whites as Regent of Russia.
Especially in the Terek, what's the point of having pro-Siberian loyalty down there ?
