New Siberian general ledger option

As a mid term proposal, i would suggest to create the same ledger option the south whites have to get new generals on the map (South, North, North-West factions) but for the Siberian White side, which lack of it but can't pay EP or VP or NM to get some more.

At least till end 1918, i don't know yet if it happen later...
