No Cheka units in build pool?

I'm noticing in rc 3/4 that I'm not seeing the Cheka field units in the build pool after the Cheka event. I can do the regional option, but I don't have the units.

And I'm still not clearly understanding the connection between the units and the special operation option. Are the units required for the option to work properly?

There is no connection between Tcheka regional policy and Tcheka units which will appear later in the GC.

OK, now I see them appear in the winter of 1918-1919.
