Whenever I start a new game, I get a CTD when I zoom out using the mouse scroll wheel. I always switch to military control map mode first, not sure if that has anything to do with it.

I'm playing the steam version of RUS Gold 1.01c on Windows 8.1 64bit (6.3, build 9600), AMD A-10 5800K APU, AMD Radeon HD 7660D GPU

It crashes too once, but I was not able to repeat the bug.
It was when zooming on colored map too, and it made a crash error message of non existant color.

Just make some test myself and it didn't crash at all. I also use windows 8.1 64bit.

I feel I should add, it only happens the very first time I start a game. When I go back in and load the same game, it seems to work fine.
