When playing Drang Nach Osten scenario, Reds have an option to declare war on Balts.

However when that happens, close to half of Balt territory cannot be entered ("neutral"). In original RUS that was not the case, Reds had clear path to all 3 Balt capitals.

I am his opponent. I think it should be added that he chose the "no war" decision at the start of the game, so Germans is till at neutral relationship with Reds.
