Increasing rail assets not working

Same game as the crashy one I put here: whenever I choose to upgrade my rail capacity, nothing happens...

Are you sure your side had enough money and War Supply to activate this option ? Because you can always check it but it won't be done after the turn resolution if you don't have this conditions.
The conditions are :
EvalMoney >=|100
EvalWSU >=|10
