Stepanov leader bugged

In the game I just posted about here:

If you look at the unit stack a few areas east of Petrograd on the rail line, you'll see the leader Stepanov in the stack. He has no ratings at all, not even 0-0-0 listed, seems he's bugged.

I think that stack arrived as part of the Siberian forces that are given by one of the strategic options I chose, but I'm not 100% sure.

I made a new leader portrait for Stepanov yesterday. The model file is fine. He should have 2 - 0 - 0 stats.

Looking at it again, I note he has a combat rating listed on his portrait of 11 and there is 1/1 manpower listed on his unit sheet. It appears the game is looking at him as a combat unit and not a leader. Perhaps it's some kind of unit toggle/switch that is set wrong in the database or something.
