Puzzled by missing White Western Guards Militia unit

The Northern and NW whites have militia units but not the White Western faction. Does it have to be activated or is there a way of getting it?
The unit was in the original (non-gold) version of the game.

I remember there was a balance allowing less militia to be recruited by Whites.
I don't know about the ways of recruitment.

Think of the Gold Version as a new game. So much of the original is not in Gold as so much in Gold was not in the original. Gold is really a reconceptualization to the game. Totally new stuff to enjoyl
