Cost of factories in EP and red guards in construction pool

Hi, I have just two questions about the design of the grand campaign :
- some red factories cost 5 EP (Novgorod) and other red factories cost 15 EP (Iaroslav) . Both categories allow to produce the same quantity of infantry, cavalry, artillery, .... Why such a difference ?
- In this game, when a red guards unit is trained and becomes a regular unit, the number of red guards units in the construction pool is not increased by 1.( In CW2, when a US militia is trained in a regular unit, the number of US militia that you can create is increased . )Why ?

Novgorod is between Moscow and Petrograd,
whereas Yaroslav is farther to the east and maybe here there was less bolshevik workers,
so the moscow administration has to pay more efforts.

About milicia pool, this is engine version limitation AFAIK.
Anyway, the red guards units pool is estimated to be the historical amount of revolutionary popular volunteers among the population joining the reds guards during the RCW. You don't deserve to have more of it, even if you train them later into infantry units. After all, when this units get killed, they return in the pool, that's already an unfair boost...

About the cost of some factories, it have been define with the consideration of the historical industrialization of the towns and the political support of the local workers where it was already more easy to reorganize the production for the Reds, as well as to push the Reds to perform this option where it was easier for them and not in remote place far away (althought this place could be more interesting because more far away from the fronts, so you can still build there but at a higher cost.
