Two questions

1. Why sometimes some general icons are blinking?

2. A wierd situation poped up. At the start of the turn general have usual stats. If I form a new division or reform an existing one stats of the general decreased.
For instance, at the start general had 4-4-3. After the reforming he becomes 3-2-3. If I dismiss those new formed divisions, 'bad' stats saves.
Why this happens?

1. The blinking show that there is a relationship, like army to corps between the generals.

2. Generals take a one turn penalty when they form divisions. Next turn the general will have the higher stats.

Looks like the general with higher seniority can not be unde command of the general of lower seniority. Am I right?

How the engineers and tanks work? Do they have to be in the division or it is possible to have them in stack?

Indeed, higher seniority leaders command forces even if they are very bad.
If i recall correctly, engineers gives bonus to the whole stack, but tanks only to its unit, so it's better to put them inside a division.
Just check the ability icon tooltip. It usually explains how the bonus work.
