Kronstadt revolt puzzle??

I can not figure out how to defeat this rebellion. I understand the history in that the assault happen over a frozen sea but I AI does not leave but a short time period that seems impossible and inadequate time to move a large army there to suppress the revolt. It's about four or five turns to go there from the nearest city and then your army is so weaken it make attack a waste of time. Strangely, I once had a large army on the bank and the revolt did not happen at normal time so I left but revolt happen after I left the area. I always move the battleship fleet to St. Petersburg early in game is that not correct to do? I thought of placing an army on the island fortress just before the revolt with large supply train but the AI will like stall the revolt till I leave. Can anyone tell me the strategy of suppressing them?

There is a 10% chance per turn throughout 1921 that this rebellion will occur. I don't think it matters if you have a force there as well--it is just the 10% chance of firing each turn.

I had thought that the insurgents were fixed to the Kronstadt and didn't leave. Were you saying that they left to attack somewhere nearby?

You are going to need to bring a decent sized corps or small army to confidently put them down without a lot of bloodshed:They have close to 400 power, are entrenched at level 4, in a fort, and I think the game gives the attacker a river-crossing penalty in the attack from Petergoff. They also have some tough fixed artillery. You said it took four or five turns for an army to get there? Do you have enough railroad points? When you use railroad, a reserve army from near Moscow can arrive in one turn. An army as far away as Kharkov can arrive in two turns. If your army is weak, wait a turn for them to get cohesion, but railroad travel for a turn or two shouldn't be too bad.

The Bolshevik government began its attack on Kronstadt on March 7. Some 60,000 troops under command of Mikhail Tukhachevsky took part in the attack. The workers of Petrograd were under martial law and could offer little support to Kronstadt. There was a hurry to gain control of the fortress before the melting of the bay as it would have made it impregnable for the land army.

On March 17, the Bolshevik forces entered the city of Kronstadt after having suffered over 10,000 fatalities. On March 19, the Bolshevik forces took full control of the city of Kronstadt after having suffered fatalities ranging from 527 to 1,412 (or higher if the toll from the first assault is included.)
