What are engagement points?

What are engagement points supposed to represent in the game? For example, conscripts represent the pool of able bodied men that are currently avaiable for the army, money represents the financial resources of the faction, war supplies represents heavy armament such as rifles etc. What do the engagment represent then?

In RUS it should be like a measure of political freedom.
It helps being untrue with the political goals, if they are too though for the military means.
It depends on the leaders, some even don't agree any change in politics, and so they forbid options which could use EPs.
That's only my sentiment, I'm not a RUS dev'.

Political ressources. It is easier to get the things moving when you are successful on the battlefied, etc.

EPs help allowing the what-ifs while not being anything and all.
It allows the player history changes while keeping them acceptable.

The possible EP options come from how the devs understand history,
it could be a matter of discord here if the players do not agree their consensus...

I prefer spending EP's on an option that can have bad consequences(for unpredictable ,maybe a small percentage) than spending hard earned on an 100% succesfull one.

What is Engagement Points depend on how the AGE game designers and MODers define it and use it. The terms is not really precised but then it allow to use it in different AGE games, in different ways according to the wishes.

Personnally, i prefere to define and use it that way :

It is the moving amount of political action capacity a government (so a player) can have to perform political choices and to realize them.

Events or previous choices can give you EP that will allow you to perform other actions which cost EP.
In terms of concrete stuff, it could represent the logistics, the time and the number of agent/supporters a government needs to implement everywhere the policy/Option it have chosen.
