River crossing

What are conditions when river crossing penalty applies / not aplies?

I had recently lost a battle when my Siberian White forces (8000 man) arrived to region with enemy military control on day 2 in offensive postiure and on day 4 they were attacked from behind the river of 40000 strong Red force in defensive posture and my forces were crushed.

After checking battle log I noticed that river crossing penalty was not applied to enemy forces at all. Red army didn't have marines to reduce the river crossing penalty.

Sounds like you hadn't established >25% military control. So when the enemy crossed in defensive, they got across safely, and then you attacked them afterwards.

Take a look at page 79-80 of the manual. With incomplete military control, the region is still contested, your force isn't able to contest a river crossing (same way it isn't able to deny use of the railroad through such a region). The percentages differ though: 76% to deny usage of railways, 91% to force the enemy into a river-crossing under fire (river crossing penalty).
