Could someone please explain what this special ability does?

It should increase factionwide conscript production for the next turn when placed inside the cities size +5. But the definition is generic for all ageod games and Siberians and Southern whites do not have big cities.

The ability should raise troop replacements in 5+ cities. As Siberian Whites I had a recruting officer in Saratov (level 5 city) for many turns and there was no effect. The "recruiting officer" ability, much like the "patriot" and "brutal occupier" sadly do not have any effect in the game, a result I suspect of RUS developers being lazy and selling a game they never even bothered to complete or test properly! My advice would be to download Fatal Years developed by Clovis. The mod corrects many of the games bugs as well as adding many more features. Also you will find Clovis a lot more receptive to requests and communication than the official RUS team.

Rather than raging against a team of volunteers, how about you become part of the solution?

Note that the ability increases the number of conscripts generated, it does NOT create replacements....

FYI, therer is another RUS patch in development, so actually fixing a potential bug is important.

Please upload a saved game showing this bug, as the ability works well in other AGE games as long as the requirements are met [the leader must be inside a city of 5+ size, loyalty, MC....]

I concur with lodilefty. Your post is pretty unfair towards the SEPRUS team. They are but a small group of people. Nevertheless they have managed to build an excellent game. If you compare the state RUS was in upon its release, the amount of bugs was comparable to strategy games released by much bigger companies.
More importantly the SEPRUS team has fixed countless bugs since then. As a consequence very few are left.

And speaking of Clovis' mod, it is truely impressive, especially for the work of a single individual; but it is certainly not the salvation to all RUS bugs. In my humble opinion it introduces a lot more new bugs than it fixes existing ones. Still it is an excellent mod that deserves to be played.

I think I have the right to complain about anyone who sells me something that either doesn't work or is incomplete. The game was unplayable when I bought it, many options did not work, depots did not build, just general sloppy testing (much of the history of which we can all read about on this very forum). The idea, graphics etc are great but I had to stop playing RUS for many months because of the frustrating bugs, CTDs and lack of a decent manual, which made actually playing the grand campaign impossible.

Maybe you should take another look at this forum and refresh your memory on just how long these bugs took to fix, furthermore each new patch (the latest of which is ridiculously October 24th, 2011!!!) created more problems such as the weather bug and another depot bug! It was quite insulting to many RUS players that the SEPRUS team ignored serious bugs and dragged its feet fixing a product it knew to be bugged when it was sold. And no, the amount of bugs is NOT comparable to other strategy games.

The ability is described in the manual as:

Recruiting Officer - Can muster up to 5 new Conscripts companies on a regular basis in cities of Level 5+. Must be in the city to do so.

Not only is this typically vague with regards to actual effect and conditions required, but this did not take effect during my game, another frustrating part of playing the original RUS game.

It is impressive: that one person is capable of improving RUS to a level the original should have been, while the development team have spent months doing nothing to answer any of the requests or bugs of its fans!
With regards to your second point, I simply cannot agree with you, the original version is vastly inferior to Fatal Years in detail, attention to the historical context and features. Furthermore any bug in Fatal Years is fixed within days, not months.

As to everything I have said, don't take my word for it, just read through this forum, you have my proof there.
