Look at Donetsk and right below the city name there is a white bar with green circles. What is that?

The green dots are an indication of the "number " of troops inside the city..it looks like there are quite a few of them here...

I've seen Red dots instead of green ones, what do the Red ones mean?

Indicates weakened troops. It goes from green to orange than to red. Green units have all/almost all their hits. Red dots: your units are severly depleted.

If you change to the supply filter the same colours indicate the level of supplies.
