Siberian Whites can't produce units in Yaroslavl

Why can't the White rebels in Yaroslavl/Vologda produce new units? At one point in a game I'm playing I controlled both provinces pretty much entirely, but no new units could be produced there. By the time I got reinforcements upriver by boat from Kazan, the Yaroslavl rebels had been "Trotskied" :(

You need simply two prerequisites: first 100% Military Control and second minimum 40 or 50%Loyality to your side so that you could recruit any own unit...

To get such high loyality you must subvert the whole province if possible, but for that you need a strategic city or two in that region as a prerequisite to perform that subversion task. For example if you hold Astrakhan which is a strategic city or even an objective you should therefore subvert the whole region with the loyality thingie in the subversion screen about some turns and some tries to your side. With a minimum of about 40% loyality to your side you should be able to recruit you boyz...

That's very interesting. This would explain why the Reds are having trouble recruiting in some of their newly-captured places. Another good reason to put the Cheka to work. :D

As I have experienced sofar you need minimum 40% in the provincial capital.
I tried in some of my games -just for fun- to raise the loyality in the Taurida region and in the Rostov region either for the Reds and for the Whites and therefore I can later on simply recruit some units in Sevastopol for example for the Whites and in another game for Reds.

I think that this usual for all provinces, although in some regions I got some problems to do so and I do not know why a recruitment is not possible like in the Pskov province for the Northwestern Whites but this seems to be related to the fact that Pskov belongs to the Southern Whites. Very irritating!
