Hello,

I was playing the Russian-Finland War sided for the Reds.
I was disgusted by a major defeat issue of non activated red's leaders !
With only one activated leader per turn, it was not easy to adopt a strategic thought!
So, game was a pit, dramatically boring.
maybe a bug?

Where's the bug? Red leaders in that scenario are terrible. As they should be, judging from their historical performance. The only leader you can rely on is Svechnikov.
