This seems to be a rather nebulous currency. What does it exactly translate to, success? Game balancing device (like it was argued in ROP)?

If it would be success, now that would mean that any mobilizing policy, be it "partial mobilization", be it "building an armament factory" would be driven by success. A very Darwinistic approach. On the other hand history arguabably shows more examples of (total) mobilization not driven by success but rather by failure.

EP are used for choosing some of the ledger options, but maybe not enough at the moment...

They represent the "political" currency, so should be tied to "political" decisions.

I guessed as much but how can I earn additional EPs? (demo user) EPs are extremely important in the first turns when you want both additional money AND general mobilization!!
