Hi, playing the 1762 campaign for the first time as the Austrians I received about 10 new French generals in early August 1762. This included the comte de Rochambeau who was already in an army in Germany, leaving me with two. I couldn't tell if the other generals were also duplicated. Playing the April beta patch.

Second: yes, I see the issue in the ROP Random Leaders.sct events. Many leaders need "MaxDates" to prevent duplicates in later sstarting scenarios.
