Is Konigsberg supposed to withstand this many breaches?

I'm playing the 57-64 campaign and at the stage where Russian forces have entered the war. I've been besieging Konigsberg for quite a while now and been inflicting breaches. Below is a screenshot of my latest turn. I've made 19(!) breaches so far but I've yet been allowed to carry out an assault. Is this supposed to be normal?

Thanks, I think that helped. Still, it's rare to see the number of breaches exceed what the siege icon shows--haven't seen that happen before in my playing experience.

Is there any additional benefit for more breaches than fort level other than "repair protection"?

As long as a fortress is a port, like Konigsberg, you have to take it with assault. It will not surrender as a landlocked fortress would do.
No benefit to additional breaches.

What I was saying, in taking a city you must choose the red assault posture. If you do not, you can have lots of breaches, but never take the city/fortress unless you starve it out, which you cannot do to a port. Get in red attack posture with all leaders who are active.
