Did the latest patch nurf the Austrian Leadership?

I've played ROP with the Austrian's in the past (this summer) and I remember that the Austrian Leaders were bad. However with the patch that came out this fall I've started a game as Austria and the generals seem worse than I remember. A lot of people are now 0-0-0 and 2-2-2 is pretty much unknown. I don't remember it being this before and right now my generals are so slow and inactive it's taking forever to even put brigades together, much less invade.

I think the worst I have ever seen is a 1-0-0 general (Hannover and French). Can you provide pic or a save ?

In fact they all seem 3 or more strategic.

dpt24 did you set the option Randomized Generals to Strong Randomization ?
