DOW not happening?

OK played a game with the pain the world "Red" kinda thing was fun. Playing a little more historical this with the other Engish speaking nation (USA )
Nowhere unlike my other game can I seem to see any DOW option. I have a CB against Spain and two objectives to shoot for Cuba and Peurto Rico,,,, How in the work can I "cash in" in my CB. I must be missing something. I have to "worsening relation" option either. Hmm

Ok, I think I need to claim territory that I have an SOI on. How does one do that guys?

Reading the manual seems I have to have a claim just can't figure how to do that.
I have a CB it looks like against Spain. Just can't see the DOW option.

Think it was that my president had an imperialism factor below 5

Having an objective does not automatically mean you get an opportunity to DOW. That is WAD. You can try the route of degrading relationship and forge casus belli.
US Imperialism is also hempered by its faction modifiers.

The Cuba situation has a chain of events attached to it, though, that fires around the historical date. But to win the game by VP you do not depend on the Spain objectives.

Awesome thanks......there was no option for DOW or degrading relations. As soon as I got a new President with an IMPeralism factor I was good to go
