Trying the diplo slant on some Tribal / Feudal type nations like Khiva.

I'm making good inroads with CP and want to get to the point where the Khiva objective for score is met.

Will that happen at Protectorate or Colony? (would prefer to go straight to Colony)

Hopefully does not have to be seized through military action / war score ?

You need to have infantry there afaik and military contrlol. Should work from protectorate onwards.
